Following a year of review and input from the campus community, Stanford’s Board of Trustees adopted an updated approach to investment responsibility in December 2018. Under the new process, an individual or group with an investment responsibility concern will be able to submit a proposal to the Investment Responsibility and Stakeholder Relations (IRSR) office and to the Special Committee on Investment Responsibility (SCIR) of the Board of Trustees.
The SCIR will review the proposal in the context of the Statement on Investment Responsibility. The SCIR is empowered to undertake a full evaluation of the issue. In doing so, the SCIR will form an ad-hoc, issue-based fact-finding committee, which would include faculty and staff subject-matter experts, responsible for research and campus engagement where needed. The Board of Trustees would make the final decision on what action, if any, should be taken on the request.

Under the new framework, issue-based committees are formed to address specific investment practice recommendations. These committees may have regular representation from staff, alumni, trustees, faculty, and students.
Examples of CIR actions during the previous three years:
Conducted community outreach for Investment Responsibility update; created Recommendations Reports to the Board of Trustees; adopted new Investment Responsibility Policies; evaluated a request to further divest from other fossil fuel companies including conducting more than 50 outreach meetings and expert presentations.
