The University of Texas at Dallas reaches out and invites internal and external stakeholders to contribute to the development of the university strategic plan. The stakeholders include faculty, staff, students, business leaders, philanthropists, teachers and civic leaders.

UT Dallas also communicates with faculty, staff, and student governance bodies to acquire input when developing and/or amending the Handbook of Operating Procedures for the overall governance of the university.
