A brief description of the institution’s formal participatory or shared governance bodies:

The University of Hawai'i at Mānoa provost meets monthly with the "UH Consultative Bodies" which includes the chair and vice chair of the Manoa Faculty Senate, chair of the Staff Senate, Kuali'i council rep, presidents of ASUH and GSO, and representatives from University of Hawaii Professional Assembly (UHPA), Hawaii Government Employees Association (HGEA), United Public Workers (UPW), and the American Federation of State, County & Municipal Employees (AFSCME).

ASUH: The Associated Students of the University of Hawai'i at Mānoa (ASUH) is the undergraduate student government representing all full-time, classified, undergraduate students at the University of Hawaiʻi at Mānoa Campus. ASUH works to bring issues of the student body to the attention of university administration, faculty, staff, community groups and government officials to implement change and improvements for the student body.

GSO: The University of Hawaiʻi at Mānoa Graduate Student Organization (GSO) serves, advocates for, supports graduate students at UH Mānoa and represents the academic interests of graduate students attending the UHM campus. GSO representatives sit on over 40 university committees and provide input on issues affecting UH Mānoa graduate students.

Kūaliʻi Council: The UH Mānoa Kūaliʻi Council is a sub-council of Pūkoʻa, the UH System Native Hawaiian Advisory Council that serves as an advisory body to the UH President and is recognized by the Board of Regents and serves as an advisory to the Mānoa Provost. The council works to guide UH Mānoa towards becoming a Native Hawaiian place of learning in which Native Hawaiian people, their knowledge systems, and their relational values are included, celebrated, and utilized as a cornerstone of UHM becoming Ka Lamakū o ke aloha ʻāina: a leading light of aloha ʻāina for Hawaiʻi and the world. The members of the council are comprised of faculty, professional staff, adjunct, administration, and students.

UHM Faculty Senate: The University of Hawai'i at Mānoa Faculty Senate is an elected representative body that may act for UH Mānoa Faculty Congress (whose members include all UH Mānoa faculty members) on matters of shared governance. The Congress and its Senate acts for the faculty on all academic policy matters of Mānoa-wide concern, such as budget planning and implementation policy; student-faculty relations; evaluation of faculty and campus academic administrators; professional ethics matters; and other academic policy subjects referred to the Senate by the Mānoa Provost or the University of Hawai‘i president.

Council of Academic Advisors: The Council of Academic Advisors (CAA) was established in October 2002 under the aegis of the Office of the Vice Chancellor for Academic Affairs and is composed of representatives from academic advising units at UHM. The CAA has focused on academic policies and practices that shape the limits and potentialities of students’ academic progress, and on improving or changing those policies when necessary. The CAA strives to create the ideal forum for discussion, decision-making, and consistent implementation of academic policies and procedures across the various academic units at the University of Hawaiʻi Manoa.

UHPA: The University of Hawaii Professional Assembly (UHPA) is the exclusive bargaining agent for the faculties of the University and Community Colleges of Hawaii.

UHM Staff Senate: The University of Hawai'i at Mānoa Staff Senate advocates for staff members and provides a forum for staff to voice their ideas, and work to increase opportunities for staff leadership, development, and support at UH Mānoa. The Staff Senate collaborates with administration on developing, reviewing, and implementing university policies and operations that impact and concern UHM staff.

HGEA: Hawaiʻi Government Employees Association (HGEA) is Hawaii's largest public-sector labor union. The association preserves and advances employee rights and benefits through collective bargaining, legislative advocacy and political action.

UPW: United Public Workers (UPW) provides union representation to more than 13,000 members statewide in the Bargaining Units 1 & 10 for better wages, hours and conditions of work.

AFSCME: American Federation of State, County & Municipal Employees (AFSCME) advocates for fairness in the workplace, excellence in public services and prosperity and opportunity for all working families.
