All current students who have paid the activity fee of Black Hills State University shall be a member of the Student Association. The representative body of the Student Association is the Student Senate.
Students also sit on the Student Federation and are nominated for various committees on campus who make recommendations to the administration.

Hourly staff can participate in the Career Service Act Advisory Council, an organization of Career Service employees at Black Hills State University who have been elected to represent their peers.
Staff are also asked to sit on committees who make recommendations to the administration.

Faculty are represented by the Faculty Senate, an elected body which expresses the faculty’s concerns for the welfare and improvement of the university through stimulating communications, formulating general university policy, and performing those duties and functions especially allocated to or assumed by the faculty.
Faculty are also asked to sit on committees who make recommendations to the administration.
