A brief description of when and why the GHG emissions baseline was adopted:
Fiscal year 2009 was the first year that a Greenhouse Gas Emissions Inventory was documented. However, the fugitive emissions documented are an outlier compared to all previous years and direct transportation is also much higher for several of the early inventories indicating a change in methodology. Without proper documentation for earlier inventories and lower confidence in the data collection methods aligning with today's, we have chosen FY2018 as the baseline.

Note the GSF includes buildings that may be rarely used/occupied and do not have heat (storage/barns). The NWROC Agriculture Research Center would also be supplied by Crookston's steam system (12,604 square feet), but is not within the STARS boundary and is not included in the GSF.

Number of employees resident on-site was not available for FY18. Inserted 4 as a proxy from FY22. FY21 had 3 employees residing on site so there is some evidence that this is a consistent number of people.
