Wisconsin Act 141 directs the Department of Administration (DOA) to set goals for the use of renewable energy by the six state agencies that consume the great majority of electricity purchased by the state. One of these agencies is the University of Wisconsin System. REC's are broken out from there to individual campuses based on percentage of energy used in the UW System.
