A brief description of when and why the water use baseline was adopted:

A major bathroom fixture retrofit was started in 2010 and continued on through 2011. Additionally, the University of Winnipeg has seen significant growth in building footprint and has added a number of washroom facilities since 2009. Because it is prior to the retrofits, 2009 is the best year for the baseline.
