WL offers advice on how one can make use of the IR and share copies of one's work, without copyright violation, such as hosting a post-print and not the final PDF, in the IR ( aka. green OA) in order to get the widest distribution of the work. This is one way to avoid paying APCs, and makes both publishing and reading of research more equitable.
