A brief description of the open access policy, including the date adopted, any incentives or supports provided, and the repository(ies) used:
In June 2010, President Young created a task force to "recommend strategies for meeting the wide-ranging changes taking place in how research is communicated, shared, and evaluated." Chaired by Dr. Cynthia Furse and Dr. Gary Schoenwolf, the committee met several times during the year, had lengthy discussions regarding the ramifications of having (or not having) a policy, and drafted a recommendation to pursue a campus open research policy.
No final policy was adopted and the committee is currently inactive.

The institution's open access policy:
DRAFT WORDING OF THE PROPOSED POLICY
The faculty of the University of Utah (UU) is committed to sharing the intellectual fruits of its research and scholarship as widely as possible and lowering barriers to its access. In recognition of that commitment and responsibility, the UU faculty is determined to take advantage of new technologies to increase access to its work by the citizens of Utah and scholars, students, educators, and policymakers worldwide.
The University of Utah provides an archive and associated services for the deposit of publicly accessible material.
In support of greater openness in scholarly endeavors, the UU faculty agrees to the following:
Each faculty member will provide a copy of their final, peer-reviewed manuscript to an open research repository (such as USpace) and grant the UU permission to distribute this work in a publicly accessible manner.
Each faculty member grants to the UU a nonexclusive, irrevocable, worldwide license to exercise any and all rights under copyright relating to each of his or her scholarly articles in any medium provided that the articles are not sold for a profit and to authorize others to do the same.
Exceptions and waivers to this policy will be addressed by a designate of the Office of the Vice President for Research.

A brief description of how the institution’s library(ies) support open access to research:
The J. Willard Marriott Library supports open access projects, coordinated by the Scholarly Communication and Copyright Librarian.
U Space (U of U Institutional Repository)
Created by University Libraries in 2005 “to collect and archive the intellectual capital of the institution and make these scholarly materials freely available on the Internet.” Currently, approximately 80 items/month are added ranging from peer-reviewed articles (n=35) to theses/dissertations to committee reports. To put this into context, the faculty creates, on average, 280 peer-reviewed articles per month. Electronic theses and dissertations are now live by means of a partnership between USpace and the Graduate School. Since 2016, USpace includes a subcollection called "Sustainability U" to collect campus sustainability information.
University of Utah E Publications (Open Journal Systems)
The E Publications collection offers open access, electronic journals published at the University of Utah in conjunction with the University Libraries.
Open Conference Systems:
Open Conference Systems (OCS) is a Web publishing tool to create a complete Web presence for scholarly conferences hosted at the University of Utah.
Open Access Publishing Fund (2013): A pilot project offered funds available, on a first-come-first-served basis, to offset open access article processing fees. Articles supported by these funds are published in Open Research at the U: -- Open Research at the U: http://epubs.utah.edu/index.php/open
Other Initiatives:
Currently, one department (Linguistics) has a fund in partnership with Marriott Library to help support gold open access journal publishing. Other departments are in discussion about setting up similar programs.
