The HUB Office reaches out to State of Texas Historically Underutilized Businesses (HUBs) which are described as minority-owned or woman –owned businesses with owners residing in Texas. There’s no preference in the RFP or small
dollar purchases. What is required is a good faith effort if subcontracting is involved.
