Has the institution conducted a GHG emissions inventory within the previous three years that includes all Scope 1 and 2 emissions? :
Yes

A copy of the most recent GHG emissions inventory:
A brief description of the methodology and/or tool used to complete the GHG emissions inventory:

The University of Tasmania achieved carbon neutral certification in 2017 from the University’s 2016 greenhouse gas inventory under the Australian Commonwealth Climate Active Carbon Neutral Standard (previously National Carbon Offsets Standard or NCOS).
The Greenhouse Gas Inventory was completed in accordance with the Greenhouse Gas Protocol Corporate Accounting and Reporting Standard (WRI/WBCSD, 2004), ISO 14064.1: 2006 and the Climate Active Carbon Neutral Standard.
Data is collected and emissions calculated according to the National Greenhouse and Energy Reporting (Measurement) Determination 2008, the National Greenhouse Accounts (NGA) Factors workbooks (Department of the Environment and Energy) and the Australian Standard 14064.1:2006.
All details about scope 1, 2 and 3 emission sources reported can be found in the latest University of Tasmania Greenhouse Gas Inventory (http://www.utas.edu.au/infrastructure-services-development/sustainability).

Has the GHG emissions inventory been validated internally by personnel who are independent of the GHG accounting and reporting process and/or verified by an independent, external third party?:
Yes

A brief description of the GHG inventory verification process:

It is a requirement of the Climate Active Carbon Neutral Standard to conduct an independent audit, which must be completed at least every three years, to support the validity and transparency of the carbon neutral claim. The last independent audit for the University of Tasmania's Greenhouse Gas Inventory was conducted in 2019 (for the 2018 inventory) by Pangolin Associates.

A brief description of how the institution accounted for its Scope 3 emissions:

The University of Tasmania achieved carbon neutral certification in 2017 from the University’s 2016 greenhouse gas inventory under the Australian Commonwealth Climate Active Carbon Neutral Standard (previously National Carbon Offsets Standard or NCOS).
The Greenhouse Gas Inventory was completed in accordance with the Greenhouse Gas Protocol Corporate Accounting and Reporting Standard (WRI/WBCSD, 2004), ISO 14064.1: 2006 and the National Carbon Offset Standard for Organisations (Department of the Environment and Energy 2017)

Data source(s) and notes about the submission:

All data for emissions from UTAS GHG Inventory 2018, except market-based scope 2 emissions from electricity. Market-based scope 2 emissions for calendar year 2018 were calculated as total supply through the meter minus number of Large Generation Certificates (LGCs) purchased and cancelled by electricity providers [equivalent to the minimum required by the Clean Energy Regulator (Australian Goverment) for the reported year]. In the absence of a more specific emission factor, the location-based method emission factor was applied to the residual mix following the World Resources Institute’s GHG Protocol Scope 2 Guidance. Location emissions factors were souced from Australian National Greenhouse Accounts (Department of the Environment and Energy 2017 and 2018).
See UTAS GHG Inventory 2018 FINAL document for details in other emissions calculations
