USF Facilities Management Maintenance and Operations Green Cleaning Program – Best Practices 2009, Updated 2016 SECTION 1: SCOPE This Policy and Plan addresses the environmental best practices for cleaning the INTERIOR of all spaces the University of South Florida, Tampa. Specifically, it addresses purchasing sustainable cleaning, hard-floor and carpet products, and entryway systems; procuring sustainable cleaning equipment; developing and implementing standard operating procedures for effective cleaning; promoting and improving hand hygiene; developing guidelines for handling cleaning chemicals; developing staffing and employee training requirements; collecting and addressing occupant feedback; and establishing procedures for use of chemical concentrates and dilution systems.

Motion Sensors Tampa campus classrooms have been retrofitted with electronic motion sensors that turn off the lights when classrooms are not in use. Energy Monitoring A comprehensive energy metering and monitoring system has been installed to track and help optimize energy usage at Tampa campus buildings. Program details: · Chilled Water – Currently in process of replacing old turbine type flow meters with electromagnetic type flow meters. BTU Meters will be recalibrated every 4-5 years. BTU Meters will be integrated with SCADA system via BACnet protocol. · Hot Water – Currently in process of replacing old turbine type flow meters with electromagnetic type flow meters. BTU Meters will be recalibrated every 4-5 years. BTU Meters will be integrated with SCADA system via BACnet protocol. · Electric Meter – Currently in process of replacing old meter with new meters with BACnet communications. New meters will be integrated with SCADA system and will provide power quality information that can be trended for analysis. · Domestic Water Meter – Currently in process of selecting new meter type to replace old mechanical type. One of the key feature of new meter system will be remote monitoring for trending, analysis and minimize human error. · Natural Gas – Natural Gas is metered by TECO People’s Gas. Monthly bills provide consumption data. Environmental Controls Many of the Tampa campus buildings have been retrofitted with Direct Digital Control Systems that optimize the usage of air conditioning systems. Building Optimization Air handling units are typically the largest energy consuming equipment in our facilities. Reducing waste by operating them in a scaled down mode when the facilities are unoccupied offer one of the major energy and cost saving opportunities. To accomplish this, the University has implemented and developed a computerized energy management system. This system uses the University's fiber backbone network. Hence the cost to implement this was very small. Current priority is to improve current energy monitoring system and its components to latest technology and integrate it to HVAC controls system. This integration will provide useful data for troubleshooting and future planning. As funding becomes available Operations will explore possibilities of sub-metering.

A brief description of the water management or benchmarking program:
Water Conservation Per the requirements of the University of South Florida’s consumptive water use permit, the University has developed and maintains a Water Conservation Plan (WCP). The WCP documents all environmentally, technically, and economically feasible water conservation measures that have been or will be implemented. The primary goals of the plan are to specifically identify areas where water savings can be reasonably achieved and to develop strategies and associated schedules for realizing these savings. A component of the WCP is the improvement of water use monitoring and metering systems to increase the accuracy of identification of areas of high use and unaccounted losses and subsequent implementation of applicable corrective actions. The plan delineates objectives and associated goals for the following primary water use categories on the campus: irrigation, potable supply, and HVAC supply. Further, campus water consumption data is monitored and evaluated on a monthly basis, at a minimum, in order to compare to historical trends and permitted limits for the purposes of identifying/mitigating potential overuse and/or unaccounted losses. Stormwater Pollution Prevention The University of South Florida utilizes a number of administrative and operational mechanisms to minimize and/or eliminate stormwater pollution impacts associated with the campus. The University developed and promulgated Policy 6-023, Title: “Prohibit Illicit Stormwater Discharge (USF Tampa Campus.” The purpose of the policy is to prohibit illicit discharges to the University of South Florida’s Tampa Campus Municipal Separate Storm Sewer System (MS4) in compliance with Phase II of the Environmental Protection Agency’s National Pollutant Discharge Elimination System (NPDES) program. Further, to provide focused compliance related support for applicable stormwater related Federal, State, local regulations and the referenced University policy, the University maintains a Stormwater Workgroup consisting of cross-functional campus shareholders with direct stormwater related influence. The Stormwater Workgroup is responsible for developing and implementing stormwater related monitoring, awareness, and mitigation activities and initiatives including, but not limited to, the following: internal and external educational/awareness campaigns, training, routine incorporation/update of stormwater related BMPs in the Campus Master Plan, routine inspection/documentation of campus stormwater systems and associated components, routine inspection/documentation of areas and associated activities with high potential for stormwater impacts, illicit discharge reporting and investigations, and QA/QC of site contractor related Stormwater Pollution Prevention Plans (SWPPPs) and associated activities.
