The University of Rochester’s Students’ Association Government is the undergraduate student governing body. They advocate on behalf of students to school administrators, work on campus life and academic improvements to make students’ lives at the University better, and manage clubs and organizations on campus.

The University of Rochester Faculty Senate serves the following functions:
1. To consider the state of the University and to make recommendations for its academic development to the appropriate persons or bodies within the University;
2. To inquire into any matter of an educational or administrative nature that has implications for the academic function and welfare of the University, and to make recommendations concerning such matters to the appropriate persons or bodies within the University;
3. To be a channel of communication between and among the various faculties of the University and between the collective faculties and the President and the Provost of the University.

President Sarah Mangelsdorf is the sole staff member represented on URs Board of Trustees (BoT), our highest governing body. However her primary role/activities are neither instruction nor research, so her faculty appointment as University President does not appear to meet the definition of academic staff provided.

The mission of the Genesee Staff Council is to facilitate active and direct communication between University staff and senior administration and to provide a forum for input and discussion of issues important to the staff and the University. The Council is composed of a group of diverse staff from across various University offices and academic departments.

3.4 Community participation in governance

The Community Advisory Council (CAC) was created in 2006 to represent the community and to guide and support the University of Rochester Medical Center's missions of Education, Research and Patient Care. The CAC has representation from health and social services agencies, the faith community, local government, the city school district, and media. In addition, key leaders within the Medical Center serve on the Community Advisory Council. The functions of the CAC are to:
- Act as a resource to URMC to strengthen community partnerships with an aim to reduce disparities and improve access to health care and services
- Contribute to the assessment and identification of community health-related priorities
- Promote constituent engagement in community health improvement initiatives
- Review community-engaged projects and research, as requested

During the Covid-19 pandemic community members were engaged across the University to consult. A Covid Vaccine Advisory Committee met for one year to advise researchers and community messaging by UR communications staff.
 
When the UR Equity and Anti-Racism Action Plan (EARAP) was initially designed the Community Advisory Council met multiple times to provide guidance and address community priorities.
 
Members of the Community Advisory Council have advised the application to Carnegie Community Engagement Designation.
