The University of Rochester’s Students’ Association Government is the undergraduate student governing body. They advocate on behalf of students to school administrators, work on campus life and academic improvements to make students’ lives at the University better, and manage clubs and organizations on campus.

The University of Rochester Faculty Senate serves the following functions:
1. To consider the state of the University and to make recommendations for its academic development to the appropriate persons or bodies within the University;
2. To inquire into any matter of an educational or administrative nature that has implications for the academic function and welfare of the University, and to make recommendations concerning such matters to the appropriate persons or bodies within the University;
3. To be a channel of communication between and among the various faculties of the University and between the collective faculties and the President and the Provost of the University.

The Senate Executive Committee of the Faculty Senate appoints faculty (academic staff) liaisons to the various Board of Trustees committees.

3.4 Community participation in governance

The Community Advisory Council (CAC) was created in 2006 to represent the community and to guide and support the University of Rochester Medical Center's missions of Education, Research and Patient Care. The CAC has representation from health and social services agencies, the faith community, local government, the city school district, and media. In addition, key leaders within the Medical Center serve on the Community Advisory Council. The functions of the CAC are to:
- Act as a resource to URMC to strengthen community partnerships with an aim to reduce disparities and improve access to health care and services
- Contribute to the assessment and identification of community health-related priorities
- Promote constituent engagement in community health improvement initiatives
- Review community-engaged projects and research, as requested
