The University of Oregon provides Scholars' Banks. Scholars' Bank is an open-access digital archive for the scholarly output of the University of Oregon community. Its mission is to preserve and make more widely available the intellectual output of the University of Oregon's faculty, staff, and students. It also serves as an archive of historical and other materials that support the University's academic mission. University of Oregon Libraries and University of Oregon Department of Romance Languages both have open access policies. The Romance Language Policy is attached, and the Libraries Policy is below.

Additionally, starting in December 2019, the Provost, Senate President, and Senate President-Elect convened a University Library Sub-Committee on Open Access: https://openaccess.uoregon.edu. You can read the charge on the sub-committee website.


University of Oregon Libraries Open Access Policy:

The Library Faculty of the University of Oregon are committed to disseminating the fruits of their research and scholarship as widely as possible. In keeping with that commitment, the Faculty adopts the following policy:

Each Library faculty member gives to the University of Oregon nonexclusive permission to use and make available that author's scholarly articles for the purpose of open dissemination. Specifically, each Library faculty member grants a Creative Commons "Attribution-Noncommercial-No Derivative Works 3.0 United States" license to each of his or her scholarly articles. The license will apply to all scholarly articles written while the person is a member of the Library Faculty except for any articles accepted for publication before the adoption of this policy and any articles for which the Faculty member entered into an incompatible licensing or assignment agreement before the adoption of this policy. The Dean of the Libraries will waive application of the policy for a particular article upon written notification by the author, who informs the UO of the reason.

To facilitate distribution of the scholarly articles, as of the date of publication, each faculty member will make available an electronic copy of the author's final version of the article and full citation at no charge to a designated representative of the Libraries in appropriate formats (such as PDF) specified by the Libraries. After publication, the University of Oregon Libraries will make the scholarly article available to the public in the UO's institutional repository.

A brief description of the open access APC fund:
The Libraries previously had an APC fund, but said fund did not have a recurring funding source and was not replenished. The Libraries have since diverted some funding from Collections toward the open access memberships listed on the Open Access Research Guide (https://researchguides.uoregon.edu/oa/projects), but there are not funds available for individual authors and we recommend authors seek out waivers, write APCs into grants, and/or place preprints or postprints into our institutional repository Scholars' Bank or a disciplinary repository to satisfy open access requirements.

UO libraries supports an array of open access journal hosting services. A comprehensive list of UO Supported Open Access Memberships can be found at https://researchguides.uoregon.edu/oa/projects and https://library.uoregon.edu/digitalscholarship/open-access-publishing. These webpages also contains links to other support that the libraries provide for free or at minimal cost.
