HB 3394 of the Oklahoma 2008 legislative session requires that state agencies adopt a “High-Performance Certification Program” for public building design, construction and renovations standards which meets the standards of the United States Green Building Council’s Leadership in Energy and Environmental Design Rating System (LEED). A public building may be exempted from complying with the LEED standard upon a determination by the Oklahoma Department of Central Services that extenuating circumstances exist that would preclude compliance.
