The UNC Office of Federal Government Relations supports legislation that "authorizes energy research opportunities, incentives for conservation and creation/extension of tax credits for producing electricity and fuel from renewable sources." UNC also supports "legislative and NOAA efforts to authorize a comprehensive, national coastal ocean monitoring program that includes substantial university involvement in research and implementation." Finally, the Office of Federal Govt. Relations promotes the expansion of "the federal research, development and monitoring efforts to ensure our current national and global food supply is protected from natural pests as well as accidental or purposeful contamination and support policies that move our national and global food supply to a more sustainable and locally produced model."

The UNC Board of Governors also proposed energy efficiency strategies and incentives in its 2009-10 legislative agenda. Measures allowing campuses to retain energy savings achieved through performance contracting and other means and to increase the state cap for energy performance contracts to $500 million were passed by the legislature.
