A brief description of the innovative policy, practice, program, or outcome:

Senate Bill 914 was enacted by the North Carolina State Legislature to encourage the use of “Good Faith Effort” by all state agencies in the recruitment and selection of minority firms to reach a verifiable ten percent (10%) participation level on state construction projects.

The UNCG Historically Underutilized Business (HUB) Program provides minority owned businesses equal access to participate in all aspects of the University’s construction, design, professional services, and procurement opportunities. It strives to exceed the state’s goal of 10% for HUB utilization, and has established a University goal of 15% of HUB participation. Over the past three years, the innovative outreach and initiatives from the UNCG HUB Office have resulted in participation rates far exceeding this goal. The total HUB participation accomplished from 2007:

* 2007-2008 Fiscal Year (28.60%)
* 2008-2009 Fiscal Year (28.04%)
* 2009-2010 Fiscal Year (25.12%)
