Does the institution have a surplus department or formal office supplies exchange program that facilitates reuse of materials?:

A brief description of the program:

We have an office supplies sharing program located on our campus intranet:
Text from the site is as follows:
"Welcome To The Sharing Center!

By using this site, I understand that the following guidelines must
be adhered to:
All office supplies listed on the site were purchased by the University of Mount Union.
No office furniture is to be listed on this site.
No budget transfers will be made for any items.
All office supplies traded or transferred must remain on campus and be used for university business."

Note that office furniture is stored, swapped and eventually auctioned on campus; none is land filled unless it has nor remaining useful life.

The listed website is not accessible outside of our intranet.
