The Papyrus Institutional Repository has been in existence since 2005 and has since then hosted theses and dissertations from UdeM students, publications from UdeM faculty and some of its affiliated centres, as well as collections.

The institution's open access policy:
The University of Montreal has adopted a new policy on open access to scholarly publications in December 2019. The result of a working group created by the Research Committee and the UdeM Library Advisory Committee, it was adopted by the University Assembly.

The Université de Montréal is thus pursuing a 15-year commitment to the dissemination of open access research. It calls on all UdeM authors to deposit their articles, book chapters and scientific communications on Papyrus, the institutional site accessible to all.

It has a published open access policy that requires authors to publish their scholarly publications in open access (see article 7.1.1). University's policy does, however, allow for publisher embargoes (see article 7.1.3)

UNOFFICIAL TRANSLATION OF THE PREAMBLE, GENERAL PRINCIPLES AND OBJECTIVES OF THE OPEN ACCESS POLICY

1. PREAMBLE
In carrying out its teaching, research and community service missions, the Universite de Montreal (hereinafter the "UdeM") wishes to promote open access (as this term is defined in paragraph 5.4 of the Policy) to the knowledge developed by the Members of the university community (as this term is defined in paragraph 5.7 of the Policy).
The present Policy is part of this vision proposed by professors and students, and complements the open access requirements formulated by the major granting councils in Canada and Quebec in the context of the research activities they fund. Thus, through its Institutional Repository, UdeM wishes to optimize the dissemination of research results that are the subject of Scholarly Publications (as this term is defined in paragraph 5.10 of the Policy) in order to facilitate the transmission of knowledge and accelerate the research process.
2. GENERAL PRINCIPLES
2.1 Institutional commitment to Open Access
The adoption by UdeM of the Policy on Open Access to Scholarly Publications (the "Policy") is part of the pursuit of its fundamental missions of advancing and transmitting knowledge, contributing to the processes of research, discovery, creation and innovation, and serving the community.
2.2 Participation of Members of the University Community
Open access to publications of research results is only possible through the adherence and participation of Members of the academic community in the mechanisms deployed at UdeM to make available (as this term is defined in paragraph 5.8) the Scholarly Publications produced there.
2.3 Respect for Academic Freedom
The implementation of the Policy on Open Access to Scholarly Publications does not compromise in any way the freedoms of conscience, teaching, research and creation that are recognized to members of the university community in the UdeM Charter.
2.4 Respect for the copyright of Members of the University Community
The implementation of the Open Access to Scholarly Publications Policy in no way compromises the integrity of the publication of research results or the author's right to be published by the publisher of his or her choice and to be properly acknowledged and cited.
2.5 Highlighting the use of public funds
Whereas, the need for accountability to society for the use of public funds and the incorporation of this requirement in agreements with granting agencies, Open Access to Publications
of research results is an opportunity for UdeM to showcase the research conducted by members of the university community and thus fulfill this obligation.
2.6 Accessibility and sharing of research results
Given UdeM's openness to the world and the role it plays in the French-speaking academic world in particular, the deployment of the Policy through an existing digital platform has great added value in terms of sharing and disseminating scientific knowledge, and this, at low cost.

3. OBJECTIVES
The objectives of this Policy are to:
3.1 encourage universal dissemination of knowledge by facilitating Open Access to Publications
scholarly ;
3.2 enhance and increase the impact and visibility of the results of research conducted by members of the university community ;
3.3 Formalize the right of Members of the academic community to disseminate the results of their research in Open Access;
3.4 Establish the main characteristics of the Broadcasting License to be granted for the purpose of Open Access;
3.5 Meet the requirements of granting agencies, including federal (SSHRC, NSERC, CIHR) and provincial (FRQ) agencies, for access to research results.

7. RESPECTIVE OBLIGATIONS
7.1 Obligations of Members of the University Community
7.1.1 Any author of a Scholarly Publication covered by this Policy must provide UdeM with an electronic copy of the final version of the accepted Scholarly Publication

The Universite de Montreal manages Erudit (created in 1998), a Quebec inter-university consortium whose main mission is to disseminate and promote the results of scholarly research, mainly in the human and social sciences. The platform makes available the content of more than 200 scholarly journals.
