A brief description of programs, policies, infrastructure investments, outreach efforts, and/or other factors that contributed to the diversion rate for construction and demolition waste:
Massachusetts has a waste ban on construction and demolition which includes the materials: asphalt pavement, brick, concrete, metal and wood. UMass Lowell follows these regulations. Information on the policy can be found here: http://www.mass.gov/eea/docs/dep/recycle/solid/a-thru-cd/cdbanfaq.pdf Additionally, UMass Lowell has a Sustainability Initiatives and Green Design Guidelines which states "Contractor to recycle construction waste in order to divert disposal to landfills. Materials such as clean wood, drywall, carpet, insulation, etc can be recycled." http://www.biddocsonline.com/elibrary/divisions/index/90

Data source(s) and notes about the submission:
The Construction and Demolition (C&D) waste figures for FY18 were provided by Facilities Management and include total C&D waste diverted and disposed of for the FY18 Perry Hall major renovation and construction of the Pulichino Tong Business School. Much smaller amounts of C&D waste are generated periodically for smaller projects but the Casella waste reports identify the tons of C&D waste picked up and metal picked up but not total C&D diverted making it difficult to quantify smaller amounts of C&D recycled, donated or diverted. Since the data on the large projects is more complete and the total quantities much larger, the figures provided are based on these projects.
