A brief description of the methodology/tool used to calculate the percentile local or regional rainfall events for which the institution manages runoff on-site using LID practices and green infrastructure:
The primary goal of Maryland’s stormwater management program is to maintain after development, as nearly as possible, the predevelopment runoff characteristics. Best Management Practices follow a comprehensive design strategy for maintaining predevelopment runoff characteristics and protecting natural resources that is known as Environmental Site Design or “ESD”. This design strategy treats stormwater closer to the source by integrating site design, natural hydrology, and smaller controls to capture and treat runoff.
Stormwater Sizing Criteria: The Water Quality Volume established by the state AHJ for sizing stormwater BMPs in the State of Maryland to meet pollutant removal goals, is the storage needed to capture and treat the runoff from 90% of the average annual rainfall. For Baltimore County, the rainfall depth in inches is equal to 1-inch.
Other criteria apply to channel protection storage volume and overbank flood protection volume, but the LID practices would normally be concerned with water quality.
