The GHG emissions inventory report was created as part of a third party contract. The report was created to establish a baseline and build a reporting mechanism for the University. Data for the tool's use has been provided by a variety of entities on campus including purchasing and physical plant.

Has the GHG emissions inventory been validated internally by personnel who are independent of the GHG accounting and reporting process and/or verified by an independent, external third party?:
Yes

A brief description of the internal and/or external verification process:
Upon completion of the tool, the Office of Sustainability Staff thoroughly reviewed data entered, the calculations, and the output figures to ensure its validity. The emission factors and global warming potentials used were found and verified in Canada's National Inventory Report.

A brief description of the institution’s GHG emissions reduction initiatives, including efforts made during the previous three years:
The emission factor for electricity in Manitoba (2016/17) was 0.003943 tCO2e/MWh. Nearly 100% of electricity in Manitoba is produced via hydro dams (renewable) resulting in very few emissions. In 1990/91 the emission factor was 0.029346 tCO2e/MWh because there were fewer hydro dams with smaller power capacities supplemented with a subbituminous coal and natural gas fired power plant. Today’s factor is 87% smaller than the factor in 1990/91 because the power plant was retired to emergency use only as of January 2010 as regulated in The Climate Change and Emissions Reductions Act section 16, and has not been used since. The STARS submission records a 79.7% GHG reduction for our electricity emissions, this is similar to the factor reductions for the province, and is the reason for the large change. Our reported numbers are roughly 33% higher than they should be according to more recent data reported by Manitoba Hydro.
