UF's Transportation and Parking Services has issued guidelines designed to minimize outdoor air pollution from university-owned and/or operated vehicles by minimizing fuel consumption: http://sustainable.ufl.edu/wp-content/docs/IdlingGuidelines.doc
UF has also issued purchasing directives favoring vehicles with high fuel efficiencies that thereby minimize emissions.

A brief description of the methodology(ies) the institution used to complete its air emissions inventory:
UF updated its greenhouse gas emissions inventory in 2015. Included in that inventory are stationary sources of significant air emissions, which at UF are the natural gas boilers used to produce supplemental steam and hot water.
The emissions factors for criteria pollutants from the US EPA (Table 1.4-2 http://www.epa.gov/ttnchie1/ap42/ch01/final/c01s04.pdf) were used to calculate the weight of emissions in metric tons from UF's FY 13-14 natural gas consumption.
