UC libraries will automatically pay the first $1,000 of the open access fee, or article processing charge (APC), for authors at the participating campuses. Authors are asked to pay the remainder if they have research funds available to do so. Authors who do not have research funds can request full APC funding from the libraries, ensuring that lack of research funds does not present a barrier for UC authors who wish to publish open access. The University of California libraries are committed to working collaboratively with a variety of partners and stakeholders to provide leadership in transforming scholarly communication into a system that is economically sustainable and ensures the widest possible access to the scholarly record. Part of this commitment to transforming scholarly publishing at a large scale necessitates transitioning away from subscription-based publishing models and repurposing investments into sustainable open access (OA) funding models.

The University of California now has transformative open access publishing agreements with a broad range of publishers, including the world’s two largest commercial journal publishers and several society, not-for-profit and native open access publishers.
