A brief description of the program:
The criteria requires the institution to allow commuters to cash-out of parking spaces (i.e., it pays employees who do not drive to work). Instead of giving money to people who do not park, UCSB charges for parking, so each person who does not park on campus saves money. Those who park are charged a parking permit fee that works as an incentive for people to walk, carpool, bike, or take public transportation. Parking permit information can be found at http://www.tps.ucsb.edu/permAll.aspx
In the past, the Best Workplaces for Commuters program has equated charging for parking with parking cashout. Parking cash-out is typically offered when an institution does not charge a fee for parking.
