Maintaining effective relationships between the UC San Diego Campus, Planning agencies and the San Diego community regarding the campus' physical development is one of UC San Diego Physical and Community Planning's missions. Information sharing and stakeholder engagement are standard components of all UC San Diego planning around land use, capital investment projects, etc. http://physicalplanning.ucsd.edu/community/default.htm
In addition, under the California Environmental Quality Act (CEQA), the University must identify the significant environmental impacts of its actions and to avoid or mitigate those impacts, if feasible. Stakeholder engagement is a key component of this process: http://physicalplanning.ucsd.edu/environmental/public.html. UC San Diego encourages public participation in the environmental planning and review process. We post public notices, hold public scoping meetings and hearings, and receive and respond to comments on CEQA documents.

The Chancellor’s Office is committed to fostering and strengthening positive relationships with the campus and community organizations. The Chancellor’s Community Advisory Board (CCAB), formerly known as the Board of Overseers, advocates for UC San Diego and advises the Chancellor, with specific emphasis on the university’s role in the community. The board also supports the formulation and execution of advocacy plans and programs related to increasing the community’s understanding of the positive impact UC San Diego has on the region’s development and progress. Created by former Chancellor William D. McElroy in 1973, CCAB is one of the oldest advisory boards of its type in the University of California system.
A brief description outlining how the framework conforms to the AA1000 Stakeholder Engagement Standard:
Between the policies and practices of Campus Planning and our adherence to CEQA, we do meet the principles of the AA1000 Stakeholder Engagement Standard.
Under AA1000, organizations are committed to be accountable to those on whom the we have an impact and who have an impact on us, and to enable their participation in identifying issues and finding solutions. It is about collaborating at all levels, including governance, to achieve better outcomes. Our CEQA process outlined above ensures back and forth dialogue between the campus, city, and regional community and decision-makers at UC San Diego.
Under AA1000, an organization commits to make good decisions alongside its stakeholders by determining and analyzing what is material to its sustainability efforts. The process is designed to ensure that comprehensive and balanced information is input and then analyzed. The University is updating its Long Range Development Plan for presentation to the UC Regents in spring 2018, and as part of this we are completing what we consider a full materiality assessment. Under CEQA an Environmental Impact Report that has analyzed data, cumulative impacts and alternatives, and presents either findings of no significant impact or mitigation strategies across the following categories:
- Air quality
- Biological resources
- Cultural and Tribal Cultural Resources
- Geology and soils
- Greenhouse gas emissions
- Hazards and hazardous materials
- Hydrology and water quality
- Land use and planning
- Population and housing
- Public services
- Transportation and traffic
- Utilities, service systems and energy (this includes MSW, recycling and composting)
- Agriculture and forestry resources
- Mineral resources
- Growth inducement (direct population and employment, indirect economic and population, infrastructure)
Finally, AA1000 requires that organizations commit to responsiveness to stakeholder issues that affect its sustainability performance and is realized through decisions, actions and performance, as well as communication with stakeholders. The extensive stakeholder involvement we have on campus through not only the CEQA process but also through the CCAB help us meet this commitment.
