In November 2013, University of California (UC) President Janet Napolitano announced the Carbon Neutrality Initiative (CNI), committing all UC campuses to achieve net zero greenhouse gas (GHG) production by 2025. As one of the largest fleets in the UC system (1,039 vehicles), UCLA Fleet Services elected to limit vehicle purchases to alternative-fuel models. UCLA Fleet Services is an early proponent of green vehicle fleet purchases (UCLA explored alternative fuels as early as 1980); and in 2017, UCLA Fleet Services overhauled vehicle purchasing and capital planning procedures and implemented the Fleet Services Carbon Neutrality Guidelines (FSCNG). These guidelines require the purchase of battery-electric or plug-in hybrid vehicles instead of conventionally fueled options for any vehicle class where they are available.
