A brief description of how the institution ensures that its lowest-paid workers (including contractors, if applicable) receive sustainable compensation:

We are required to adhere to the State of Arkansas compensation plan. We evaluate positions to make sure the compensation is appropriate within State guidelines for the duties and responsibilites of the positions.

We pay above minimum wage for all hourly employees, including students. We pay prevailing wage rates for our skilled trades. The one area that we don't have now is the "regional market competitiveness". We have had labor market rates in the past but the new State pay plan removed them. We have just recently received the okay from the State Office of Personnel Management (OPM) to submit differentials for approval (labor markets are a form of differentials.) We annually try to get Line Item Maximums in the State pay plan increased based on market data.

Not sure to answer this. We know our salaries are below what other institutions offer. We are also underfunded as an institution by the State, We are also bound by the State pay plan on what we can pay. Our hands are currently tied to offer everyone a sustainable or 'living wage'.
