Does the institution allow commuters to cash out of parking spaces (i.e., it pays employees who do not drive to work)?:
Yes

A brief description of the program:

UAlberta owns the parking spaces on campus. UAlberta interprets this credit to include programs that provide benefits to employees that choose an alternative to driving alone, thereby foregoing a parking space. This supports the intended outcomes of reducing the number of parking spaces needed, and reducing vehicle commute trips and their associated carbon dioxide emissions.

UAlberta provides two programs that meet the intent of this credit: 1) Faculty/Staff Admin Pass, and 2) Preferred Parking Rates for Carpoolers

FACULTY/STAFF ADMIN PASS
http://www.onecard.ualberta.ca/en/UsingYourONEcard/Transit.aspx

All faculty and staff receive a limited-use transit pass at no charge. This pass allows staff members to travel between North Campus and two other campuses (South Campus and Enterprise Square) via the City of Edmonton's light rail transit system at no charge. The university also subsidizes the cost of this pass. Employees that live within the reach these light rail destinations forego the cost of parking and free up parking spaces on campus.

PREFERRED PARKING RATES FOR CARPOOLERS
http://www.asinfo.ualberta.ca/en/ParkingServices/ParkingInitiatives.aspx

A carpool is defined as three or more University of Alberta staff or students, residing at different addresses, who choose to drive together as their regular means of commuting to the University. Carpool stalls offer subscribers premium location parking stalls in high-demand facilities. Current carpool parking locations are in the Jubilee Car Park adjacent to the Edmonton Clinic Health Academy at the heart of North Campus, and in Lot E next to the Centennial Centre for Interdisciplinary Science on Saskatchewan Drive. Carpool subscribers share the cost of the permit among the members of the carpool.

Parking Operations splits the cost of the carpool permit equally between the carpool members. Each member receive a discount of two-thirds of the cost off of their parking fee, and they free up two parking spaces on campus.
