The Alliance santé Québec (AsQ) is an initiative that came into being on October 1, 2013 thanks to the collaboration of more than twenty partners in Quebec City. The mission of the AsQ is to support the development of the learning ecosystem in sustainable health in a perspective of efficient improvement of the health and well-being of the population.
Originally, the AsQ was a non-profit organization. In 2019, its assets and activities were transferred to one of the founding partners, Université Laval. However, the initiative still has a collaborative governance with the actors involved since the beginning. This change was intended to reinforce the key role played by the AsQ in the growing interest in the concept of sustainable health. Université Laval has administrative and operational responsibility, but not governance, although several of its members sit on the steering committee.
The diversity of the AsQ's partner members makes it possible to approach research and innovation from a sustainable health perspective and through a concerted and global strategy that places the individual and the population at the heart of the approach.
By pooling their strengths and expertise, Université Laval, health and social services institutions, as well as the socio-economic, municipal and associative sectors, in concert with the population, work together to increase the impact of research on the health of individuals and populations, to better meet the need for continuous improvement of health services and to stimulate the economy of the territory covered by the Université Laval Integrated University Health and Social Services Network (RUISSS UL).

The Alliance santé Québec is proud to present its 2021-2024 Strategic Plan, the result of an integrated consultative process at the heart of a sustainable development and mobilization process of its members and its extended community. This three-year plan is based on four major axes of the global approach to the development of the sustainable health learning ecosystem and four priority objectives that the Alliance santé Québec wishes to achieve in close collaboration with its partners:
1.Partnerships: Act in an agile and inclusive governance that allows for permanent dialogue and support the implementation of mechanisms that contribute to democratizing the concept of sustainable health.
2.Data Valorization: Facilitate access to the best data and accelerate its transformation into knowledge that responds to the needs and priorities of stakeholders in the sustainable health learning ecosystem.
3.Knowledge democratization: Accelerate the integration of knowledge, learning, and innovations into practice through tailored communications (dashboards/reflective reporting, etc.) and sustained coaching (facilitation) in the change process.
4.Activation of the sustainable health learning ecosystem: Support, implement and measure the value of collaborative projects that enable the activation of the sustainable health learning ecosystem and the emergence of social innovations.
The 2021-2024 Strategic Plan will establish an action plan that will guide the members and partners of the Alliance santé Québec. Its implementation will be able to count on a whole community of committed actors from the territory of the Université Laval's Réseau universitaire intégré de santé et de services sociaux (RUISSS UL).

The very favourable, indeed unavoidable, contribution of co-construction of the learning health system in partnership with citizens is widely agreed upon in the literature, both for the development of research and for the continuous improvement of clinical and organizational practices. In the RUISSS of Université Laval, the Alliance santé Québec federates health institutions, the university, community and economic sectors, while making the mobilization and participation of citizens a pillar of its actions. As such, the Alliance acts as a catalyst for the establishment of this community of practice of citizens by leveraging the structures and expertise in the field to :
- Facilitate the recruitment of citizen partners;
- Welcoming individuals interested in contributing to the improvement of health and partnership research.

Each year, the AsQ issues a call for projects as part of its Program to support structuring projects in sustainable health. These projects must involve the community in various ways. The projects supported must meet several criteria, including:
- The projects submitted must promote sustainable development, interdisciplinarity, intersectorality or transdisciplinarity and ensure the involvement of all the players in the learning ecosystem (researchers, practitioners/clinicians, managers/decision-makers and at least two citizens/patients) in order to explore innovative perspectives in the field of sustainable health.
- In order to broaden the scope of the program and to share skills and areas of expertise within and outside the Alliance santé Québec network, projects that involve a non-affiliated individual or professional group as co-lead or collaborator (e.g., citizens, patient partners, practitioners, managers and other stakeholders from the community, municipal, government or private sectors) are also encouraged. Non-affiliated applicants must partner with an affiliated individual or professional group who will serve as the primary project leader.
- The projects submitted must have a concrete impact on the territory of action of the sustainable health learning ecosystem, i.e. the territory covered by the Réseau universitaire intégré de santé et de services sociaux attached to Université Laval (RUISSS UL).
