The reduction in electricity consumption between 2019 and 2021 is produced by (The comparison with 2020 is not made, since it was an atypical year in the operation of the university):

Operation of the solar panel system whose energy feeds the lighting system at the IPS CES Sabaneta. There are 556 panels installed at the Sabaneta headquarters that serve 30% of conventional energy consumption. It is expected that by the year 2022 the Poblado headquarters system will come into operation, which has 312 panels, which will supply 25% of the energy demand
