There is no way to differentiate the electricity used for heating from the electricity used for other purposes (lighting, plug load, etc.). The calculation for this data utilizes estimates derived from the total electricity used for all purposes in electrically heated buildings. The electricity usage for some electrically heated buildings are estimated based on the known electrical consumption of identical buildings.

Similarly, there is no way to differentiate the natural gas used for heating from the natural gas used for other purposes (emergency generators, cooking, domestic hot water, etc.). The calculation for this data includes the total natural gas used for all purposes buildings with natural gas fired heating equipment.
