The SUNY Open Access Repository (SOAR) will be used to make available open access scholarly and creative articles and theses of SUNY Oswego faculty, students, and staff. SOAR (SUNY Open Access Repository) is a centrally managed online digital repository that stores, indexes, and makes available scholarly and creative works of SUNY faculty, students, and staff across SUNY campuses.

SUNY Oswego provides opportunities for journal hosting services via the SUNY Open Access Repository (SOAR, https://soar.suny.edu/) supported by SUNY Office of Library and Information Services and the registered DSpace Service Provider Atmire. Local management of the university's open-access community in this institutional repository is overseen by a librarian at Penfield Library. There is at least one example where SUNY Oswego hosts an open-access, peer-reviewed journal (Journal of Authentic Learning) in SOAR https://soar.suny.edu/handle/20.500.12648/7386.
