For total contract spend, a report was ran through Business Intelligence for vouchers paid between 7/1/23 and 6/30/2024, exported to Excel, and filtered out POs.
For MWBE contract spend, a report was run in the New York State Contract System for MWBE spending and narrowed down to our campus, and manually added payments to MWBE primes and subs. This does NOT include MWBE spend for purchase orders.

New York State Procurement Guidelines, September 2023 - The guidelines state, “As noted, State Agencies undertake procurements to address a wide range of needs. Before proceeding, the Agency should confirm that there is not a pre-existing contract that Page 8 of 49 will meet its needs. To meet varying needs and form, function, and utility requirements, an Agency must first identify its specific needs, estimate costs, perform market research, consider relevant State requirements and goals (e.g., recycled content, GreenNY specifications), and then follow the order of priority set forth below (State Finance Law § 163(3) & (4)).”
Green NY Approved Specifications – Under GreenNY and Executive Order 22, New York state agencies, including SUNY Cortland, are required to purchase commodities, services and technology that meet approved green procurement specifications.
Green Purchasing Products and Sources – This webpage contains Preferred Sources and OGS Centralized Contracts which contain environmentally friendly preferable offerings, some but not all meet New York State’s EO 22 Green NY specifications, which SUNY Cortland must follow.
Executive Order 22 – Executive Order highlighting sustainable goals to accelerate New York’s tranistion to a green economy through which State agencies, including SUNY Cortland, are ensured to follow best practices in green purchasing with new green purchasing specifications and operational directives.
