A brief description of the green building rating system(s) used and/or a list of certified buildings and ratings:

SOU's Science Building was renovated in 2014 and is still pending LEED certification, however since it has been more than two years we are including it in this report as an uncertified project.

SOU's LEED Gold Certified Raider Village housing and dining complex opened in Fall 2013. The complex includes two residence halls and the campus dining hall.

The SOU/RCC Higher Education Center, not included in this credit, is LEED Platinum Certified.

80,998 Square feet

A copy of the green building guidelines or policies :
The green building guidelines or policies:
Do the green building guidelines or policies cover the following?:
Yes or No
Impacts on the surrounding site (e.g. guidelines to reuse previously developed land, protect environmentally sensitive areas, and otherwise minimize site impacts) Yes
Energy consumption (e.g. policies requiring a minimum level of energy efficiency for buildings and their systems) Yes
Building-level energy metering No
Use of environmentally preferable materials (e.g. guidelines to minimize the life cycle impacts associated with building materials) No
Indoor environmental quality (i.e. guidelines to protect the health and comfort of building occupants) Yes
Water consumption (e.g. requiring minimum standards of efficiency for indoor and outdoor water use) No
Building-level water metering No

A brief description of the green building guidelines or policies and/or a list or sample of buildings covered:

SOU's Green Purchasing Policy includes a section on Green Building, stating:

"8. Green Building
a. Green building concepts shall be integrated into architectural designs, construction documents, and the construction of and renovations to all SOU buildings.
b. All new buildings and major renovation projects shall achieve the U.S. Green Building Council’s LEED Silver Certification, at a minimum. New buildings shall target LEED Gold or Platinum Certification.
c. When purchasing materials such as paint, carpeting, adhesives, furniture and casework for building maintenance, products with the lowest amount of volatile organic compounds (VOCs), the highest recycled content, and low or no formaldehyde shall be used. Paint used on the campus shall meet the Green Seal GS-11 Standard for Low VOC content.
d. The distributors and/or manufacturers of all carpet installed at SOU shall have a carpet recycling plan.
e. The use of chlorofluorocarbon (CFC) and halon-containing refrigerants, solvents, and other products shall be phased out. New purchases of heating, ventilating, air conditioning, refrigeration, insulation, and fire suppression systems shall not contain these chemicals."

Green Building is also addressed in the Capital Construction and Contracting policy: https://inside.sou.edu/assets/policies/CapitalConstructionandContracting.pdf

Churchill Hall was renovated 2012 in accordance with green building guidelines, but did not seek certification. The construction documents required the renovation to exceed the state building code by 20 percent or more regarding energy, and for project to be a model of energy efficiency.

Raider Village, a residential and dining complex, was constructed in 2013, receiving LEED Gold certification in early 2014.

A brief description of how the institution ensures compliance with green building design and construction guidelines and policies:

All major facility projects will be planned, designed, constructed, and renovated to meet high performance building standards for energy efficiency and environmental sustainability as defined by the Department of Energy and the State of Oregon.

1. State Energy Efficiency Design is the policy of the State of Oregon that facilities to be constructed or purchased by authorized state agencies be designed, constructed, renovated, and operated so as to minimize the use of nonrenewable energy resources and to serve as models of energy efficiency per ORS 276.900 through 276.915.

2. Green building design and construction is an integral part of the university’s Capital Construction. Institution
projects should consider design standards that incorporate the 'Leadership in Energy & Environmental Design'
(LEED) Silver standards or higher standards, which promote buildings that significantly reduce or eliminate the
negative impact of buildings on the environment and occupants.
