For most purchasing decisions, we typically run a cost-benefit analysis to evaluate the different systems/solutions being proposed to see which one will most benefit the university. Payback ratios are one critierion but there are other factors, e.g., aesthetics, alignment with mission, schedule, etc. Typically if there is a specific goal such as a sustainability, we would usually include those criteria in the initial phase to insure that those goals are captured in the proposals being presented. For example, when we installed the plumbing fixtures in the newest buildings at Soka, i.e., Maathai Hall and the Performing Arts Center, we specified that we wanted to install extreme low-flow faucets, urinals and toilets. By putting these goals on the front end, we can then evaluate the proposals more on a relative cost basis since those non-cost factors have already been taking into account.
