Guaranteed Energy Savings Agreement for Deferred Maintenance & "Fast Forwarded" GHG Reductions

A brief description of the innovative policy, practice, program, or outcome that outlines how credit criteria are met and any positive measurable outcomes associated with the innovation:

In 2016 SRU conducted an economic analysis to determine a better way to fund our backlog of deferred maintenance, compared to the 'business as usual" approach of voluntarily spending approximately $2 million/year from our operating budget on D.M. and energy conservation projects.

Our analysis showed we would save millions in construction costs by entering into a 20-year guaranteed energy savings agreement ("GESA") to fund DM and energy conservation projects that would be implemented over the next two years.

The construction phase of this GESA, carried out by the selected Energy Service Company ("ESCO"), Honeywell Inc. was completed in 2018. Positive measurable outcomes include approximately $1 million/year in energy savings and 3,373 MTeCO2 in GHG emissions each year. By condensing these projects into a two year period, rather than stretching them out over the next 20 years, the total (cumulative) GHG reductions over the next 20 years are increased by a factor of twenty, as illustrated in the attached file!
