All paper offered by the bidder, or included in the final product offered by the bidder, and sold to the Commonwealth must contain the minimum percentage of post-consumer content as shown below for the applicable products:
- Reprographic paper: 30%
- Offset paper: 30%
- Tablet paper: 30%
- Forms bond paper: 30%
- Envelope - wove: 30%
- Kraft, white and colored: 10%
- Kraft, unbleached: 10%
- Cotton fiber (high quality stationary): 30%
- Text and cover paper (premium papers for cover stock, etc.): 30%
- Supercalendared (advertising, mail order inserts, catalogs, etc.): 10%
- Machine finished groundwood (magazines, catalogs)" 10%
- Papeteries (Invitations, greeting cards): 30%

“Post-consumer” content is “material or finished product that has served its intended use and has been diverted or recovered from waste destined for disposal, having completed it life as a consumer item. Post-consumer content is part of the broader category of recovered material.”


A brief description of steps the institution has taken to ensure that the purchasing policy, directives, or guidelines are followed :

SRU follows the Commonwealth of PA guidelines that require that copy paper have 30% Recycled Content. Our Bid Specifications reflect the required 30% recycled content requirement and we require paper mill certification of such.
