The baseline was adopted to be consistent with the baseline year of the Integrated Energy & Climate Master Plan (IECMP). The rationale for this choice was that this year was the reference point for all evaluated energy scenarios under the IECMP and hence the actual emissions could be evaluated against the “business as usual” emissions.
