Counseling & Psychological Services

 

The CPS staff offers its services to faculty, staff and students regarding a wide range of mental health issues impacting the campus community. Our staff provides confidential personal counseling and other psychological services free of charge to currently enrolled Rowan University students. The primary goal of CPS is to help students develop the necessary skills to overcome problems and experience personal growth to make the most of the educational opportunities at the university.

 

Rowan’s Partnership with Uwill

 

Rowan is pleased to announce a partnership with https://app.uwill.com/Uwill, the leading student mental health and wellness solution. Uwill offers students free immediate access to teletherapy and wellness programming through its easy to use online platform.

 

Register/ Login to Uwill and choose a therapist based on student’s preferences including availability, issue, gender, language, ethnicity. They can also choose a time that fits their schedule with day, night and weekend availability. Access is quick and easy. Students can register and book their first session in just minutes using their Rowan email.

I.  PURPOSE

 

This policy provides guidelines regarding the prohibition of smoking and the use (and sale) of tobacco or tobacco-like products in university buildings and on university grounds in compliance with New Jersey state law and applicable regulations and in compliance with University policy. The purpose of this policy is to encourage and support a change in campus culture and help promote initiatives that affect the health, safety and well-being of the Rowan Community.

 

II.  ACCOUNTABILITY

 

The President, the Vice President for Student Life and Dean of Students, Vice President and Chief Human Resources Officer shall implement and ensure compliance with this policy. 

 

III.  APPLICABILITY

 

This policy applies to all Rowan University faculty, staff, students, and visitors to all Rowan University campuses, buildings and grounds. This policy does not apply to people in Nicotine Replacement Therapy as part of a smoking cessation treatment.

 

IV.  DEFINITIONS



  1. Electronic Smoking Device means any product containing or delivering nicotine or any other substance intended for human consumption that can be used by a person in any manner for the purpose of inhaling vapor or aerosol from the product. The term includes any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name or descriptor.

 

  1. Smoking means inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, pipe, hookah, or any other lighted or heated tobacco or plant product intended for inhalation, including cannabis, whether natural or synthetic, in any manner or in any form. “Smoking” also includes the use of an electronic smoking device which creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking in this policy.

 

  1. Smokeless Products means any substance containing tobacco leaf, including but not limited to, cigarettes, cigars, pipe tobacco, hookah tobacco, snuff, chewing tobacco, dipping tobacco, bidis, blunts, clove cigarettes, or any other preparation of tobacco; and any product or formulation of matter containing biologically active amounts of nicotine that is manufactured, sold, offered for sale, or otherwise distributed with the expectation that the product or matter will be introduced into the human body by inhalation, ingestion, or absorption; but does not include any cessation product specifically approved by the U.S. Food and Drug Administration for use in treating nicotine or tobacco dependence.

VI.  POLICY



  1. New Jersey statutes state that the right of the non-smoker to breathe clean air supersedes the right of the smoker to smoke.

 

  1. On any Rowan University campus or Rowan issued vehicles, smoking of tobacco products, use of electronic smoking devices and the use of any tobacco or tobacco like product are prohibited. Smoking, and the use of tobacco like products, is prohibited on the grounds, in buildings, playing fields, walkways, and parking lots.

 

  1. No smoking products, tobacco products, or tobacco paraphernalia shall be sold or distributed as samples on university grounds, either in vending machines or businesses on a Rowan campus.

 

  1. Compliance with this policy is the responsibility of all members and guests of the Rowan University community. Any employee with concerns about the implementation of or compliance with this policy should refer the matter to his or her immediate supervisor for resolution. If the matter cannot be resolved at this level, the concern should be referred to the Office of Human Resources or the appropriate Dean or Vice President. Repeated violations of this policy will be addressed by the Office of Human Resources, using appropriate corrective action. Student complaints will be addressed in accordance with the Student Code of Conduct
