Richland's physical campus plan was developed as part of the master plan of the Dallas County Community College District (DCCCD). The authority to raise funds for capital projects and thus the campus physical plan resides at the district level with the Board of Trustees. The colleges within the district decide how to carry out the plan on their respective campuses. Although Richland has committed to implementing the plan using the strategies and practices of sustainable development, that commitment is not incorporated into the master plan at the district level.
