Rice, whenever possible, shall make a good faith effort to utilize small or historically
under-utilized businesses (HUB), especially within the local community. In cases where
quality, performance, and price are all relatively equal with all suppliers considered for
an opportunity, Rice expects employees and students to make good faith efforts to utilize HUB-certified businesses in the purchase of goods and services for the University
