Purdue’s utilities are utilized on campus in three primary forms: electricity, chilled water and steam. Around 50% of the university’s electricity need is supplied by the university owned and operated combined heat and power (CHP) plant, and the other 50% is from grid purchased electricity. 100% of chilled water is produced by the university’s owned facilities. Around 60% of the steam demand is supplied by the Purdue CHP plant, and the other 40% is purchased from Duke Energy’s onsite CHP facility.

For Scope 1 emissions, the university is required to submit greenhouse gas emissions reports to the EPA as a compliance activity under 40 CFR Part 98 of the Clean Air Act. These emissions are Tier 1, and include the university boilers, the purchased steam from the duct burner on the Duke’s CHP facility, and numerous small accounts across campus using natural gas, propane, and diesel fuel. The university boilers have Continuous Emissions Monitoring Systems that gathers the vast majority of the university’s Scope 1 emissions. The remaining Scope 1 emissions are calculated inhouse and reported to the EPA for review.

For scope 2 emissions, Purdue uses an Emission Factor calculation to determine the associated emissions for purchased electricity. Emission factors are used from the EPA website for the Indiana Electricity Profile.
