For Part 3, the lowest paid regular employees are our part-time Utility Porters, however their rates are negotiated and specified in their union contract. Most are scheduled to work 17.5 hrs/wk so they don’t qualify for most benefits. With their fringe rate included their total compensation is

With Fringe: $21.54 / hour
