A brief description of the metering system:
One of PSU's mixed use residential halls - Broadway - has digital metering in each room. Broadway is also LEED Silver certified.
PSU's student union – has an energy green screen monitoring consumption of water, natural gas, steam (measured by condensate) and electricity.
A study was completed to meter all buildings on campus for all utilities.
Buildings served by our district energy system have steam (via condensate) and chilled water (using btu meters) measured.

Regarding building space with meters: 100% is metered, however multiple buildings are fed off of the same meter in some cases. In these cases, sub metering exists.
