Cash Equivalents including 59,252 from the Oregon Local Government Investment Pool, 90,937 and 383,751 in Debt Securities (299,340 in US Treasuries and 84,411 in US Government Agnecies.). Because the Oregon Local Government Investment Pool was listed as cash, we have reported it here as cash, rather than an investment.
By way of explanation, the college was required until fall of 2024 to keep all funds in the Oregon Local Government Investment Pool, an external investment fund of the Oregon Short-Term Fund managed by the State of Oregon Treasury (listed as cash) and in treasury bonds. Their monthly statements are available on their website. The college passed a large bond measure in 2024 and the college chose to invest these funds in the of debt securities, while waiting on the formation of a new investment policy guidance and a committee before creating additional investments. This took place in over the summer and fall of 2024.

Detailed information on PCC's investment holdings are available to the public upon request and are also uploaded annually to the college's Budget and Financial Report website as part of the Annual Comprehensive Financial Report.
The Cash and Investment Information can be found at the start on page 22 of the attached pdf file. The College releases this information publicly every year, including specific information of the amounts invested in each fund or company. PCC currently invests funds in the Oregon Local Government Investment Pool, which is an external investment fund of the Oregon Short-Term Fund managed by the State of Oregon Treasury (listed as cash) and in treasury bonds. Their monthly statements are available on their website.
The Portland Community College Foundation (the Foundation) is a legally separate, tax-exempt related organization of the College. Although the College does not control the timing or amount of receipts from the Foundation, the majority of resources or income thereon that the Foundation holds are restricted to activities of the College by the donors and goes to scholarships rather for operations. Fundraising for construction projects is done through bond measures.
