The baseline year of 2009 was chosen because this is the first year that Penn State used the OSHA recordkeeping standards as the basis for tracking work-related injuries and illnesses.

The Department of Environmental Health and Safety (EHS) is responsible for the development and implementation of environmental and occupational health and safety programs throughout Penn State's multi-campus system. EHS has five areas of responsibility: Environmental Protection, Laboratory and Research Safety, Workplace Safety, Radiation Protection and Hazardous Materials. The University Safety Council is comprised of members representing academic colleges and administrative units. These representatives, commonly referred to as "Safety Officers", are responsible for developing and implementing, under the guidance of the Office of Environmental Health and Safety, a comprehensive and practical occupational health and safety program, and maintaining an environment that is conducive to the safety, health and well-being of the University community.
