The Student Equity and Plan (SEP) is designed to address and close gaps for disproportionately impacted populations. AB 504 mandated that the California Community Colleges examine disproportionate impact by (a) examining specific success indicators (b) disaggregated by a specified list of subpopulations (c) following a common methodology. The California Community College Chancellor’s Office (CCCCO) has prescribed the methodology to be used and made a dataset available to meet these conditions. The two disproportionately impacted student subpopulations that have been highlighted are Black/African American and Hispanic/ Latinx students. The equity plan focuses on developing strategies based on the analysis of data from and experience of disproportionately impacted groups. By tailoring practices specific to disproportionately impacted groups, plans will be directed to serve these groups which will in turn help other groups rather than creating practices that perpetuate inequities in access to and utilization of services (SEP, 2022-2025).

The student equity plan went through our community college shared governance process.

In 2019 Palomar College utilized the National Assessment of Collegiate Campus Climates (NACCC). https://race.usc.edu/colleges/naccc/ The NACCC survey content is based on more than a decade of the USC Race and Equity Center’s qualitative climate studies at colleges and universities across the country. In addition, a 14-member content team comprised of race, equity, and inclusion experts from across the United States convened to identify the most salient survey content areas and questions today in the field of campus racial climate. The NACCC is an approximately 15-minute-long web-based survey and includes six content areas essential to understanding racial climate on campus, plus, demographic information, and has been designed specifically for and tested by undergraduate students at community colleges and 4-year postsecondary institutions across the country.

Palomar College worked diligently to develop aggressive equity goals for the 2019-22 Student Equity Plan. With guidance from the Office of Institutional Research & Planning, members of the Student Equity & Achievement Council (SEA), a workgroup consisting of representatives from faculty, staff, students and administrators examined disaggregated data for disproportionately impacted (DI) students by demographics for all for all five metrics.

IRP Representative shared the results within Palomar’s shared governance, EESSC, and College Council. The Student Equity Plan was also ratified by Palomar’s governing board.
