The Council is the bargaining agent for the 24 Ontario colleges in negotiating collective agreements with unionized staff including support staff and faculty. In addition, the Council provides a variety of services for the college system such as advice on human resource issues, collective agreement administration, benefits administration and research. Each college board determines the terms and conditions of employment for non-unionized staff. The Council provides research services to an external body, which reviews and recommends to college boards the terms and conditions of employment and compensation for presidents and administrative staff. The Council is the policy holder for group insurance benefits. The pension plan is administered separately by CAAT Pension Plan. Various guidelines, manuals and support tools are provided by Council to the colleges’ Human Resources Departments related to administration of the job evaluation and compensation programs for Administrative Staff.

The lowest paid regular, full time employees have a starting hourly rate of $18.50/hr plus benefits. Mandatory benefits include: basic life insurance, accidental death and dismemberment insurance, long term disability, extended health care (includes vision and hearing care), dental care, and have the option to participate in the following benefits: supplemental life insurance, employee optional life insurance, dependent life insurance, spousal supplemental life insurance, critical illness. Other benefits offered include: pension, parental leave, tuition subsidy, vacation, and professional development.
