Has the institution adopted a policy prohibiting idling?:
Yes

A brief description of the policy:

Purpose:
The goal of a no idling policy at Mills College is to eliminate all unnecessary idling time by vehicles on campus. Idling for more than 10 seconds uses more fuel than restarting your vehicle. Mills College is committed to reducing valley air pollution and moving towards becoming a carbon neutral institution. Implementing a no idling policy on campus is in line with Mills goal of reducing green house gas emissions.

Responsibility:
It is the responsibility of all persons operating a gasoline or diesel powered vehicle on Mills College Campus to obey the no idling policy. Mills College will be responsible for posting signs around the campus and distributing the no idle policy to the faculty, staff, students, and vendors.

Policy:
It is the policy of Mills College that no gasoline or diesel powered vehicles will be allowed to idle on campus for more than One (1) minute under normal weather conditions. The exception to normal conditions is extreme cold or hot weather. Vehicles will never be left running while unattended.

This policy will apply to buses transporting students or athletes for athletic events, buses contracted to carry students for special college scheduled events, delivery vehicles, contractor’s vehicles, faculty, staff and student’s personal vehicles, and vehicles owned by Mills College. While exceptions in all cases can be observed (for warming up or dropping off purposes) engine idling that extends longer than one (1) minute will be prohibited under normal conditions

Enforcement:
Operators of any of the above listed vehicles will be cited for violation of the Mills College No Idling Policy.
